Addition of New Street or Highway

AN ORDINANCE REGULATING THE ADDITION OF ANY NEW STREET OR HIGHWAY TO THE HIGHWAY SYSTEM OF THE TOWN
The term street mentioned in any part of this ordinance shall be understood to mean a newly established project or any abandoned or legally closed highway being reopened for use. 
 
1.  Width:
(a)   Any such street shall contain a minimum right of way width of fifty (50) feet.
(b)   The road bed of any proposed street shall have a minimum width of thirty-two (32) feet, including shoulders two and one-half (2 ) feet in width.  Such road bed shall be excavated to a depth of fourteen (14) inches and be freed of boulders and ledge, and shall be graveled as hereinafter provided.
 
2.  Lay-Out:
The grading and general laying-out of any proposed street shall be done by a land surveyor and a plan and map thereof prepared and turned over to the Town and such map when approved by the Superintendent of Highways and Bridges shall be filed in the office of the Town Clerk.

 

3.  Grade:
(a)  The maximum grade of such new street shall be 8%.
(b)  The profile of such new street shall have no abrupt change of grade.

 

4.  Gravel:
(a)  Gravel shall be uniformly applied in two layers not to exceed six (6) inches in depth and to finish two (2) inches below general grade of land.
(b)   In wet land, the total number of layers shall be as many as required to make a compact depth of twenty-four (24) inches.
(c)   Such gravel shall be obtained from a gravel bank approved by the Highway Superintendent.

 

5.  Drainage:
(a)  Drainage easements shall be granted the Town in such cases where the Superintendent of Highways and Bridges deems necessary.
(b)  Drainage installations shall be supplied where the Superintendent of Highways and Bridges shall deem necessary and such installation shall be of a type approved by him.
(c)  In trunk line installations a twenty-five (25) foot drainage easement shall be mandatory.

 

6.  Approaches:
(a)   Approaches on all trunk line systems shall be installed subject to the approval of the State Highway Department.
(b)  Approaches on Town owned highways shall be approved by the First Selectman and Superintendent of Highways and Bridges.
(c)  High banks shall be graded and trees removed to give a clear sight line on all approaches.

 

7.  Slopes:
(a)  Slopes are to be finished in a neat manner at a ratio of 4-1.

 

8.  Trees:
(a)   No trees shall be left standing in shoulder line.
(b) Tree limbs shall be trimmed to a clearance height of thirteen (13) feet from pavement.
(c)  No new trees or shrubs shall be planted in rights of way.
