Public Hearing - Special Community Development Block Grant Application for Green Infrastructure Project (septic system) at Enders Island

The Board of Selectmen will hold a public hearing on October 26, 2022 at 6:30 p.m. at Stonington District Office, 40 Field Street, Pawcatuck, CT 06379 to discuss the Special Community Development Block Grant Program Income application and to solicit citizen input.  The Community Development/Housing Department on behalf of the Town of Stonington anticipates applying for $600,000 for infrastructure under the Affordable Housing eligible activity.  The improvements will occur at St. Edmund’s Retreat, 1 Enders Island, Mystic to replace the current, aging septic systems that currently exist on the property with the installation of an advanced treatment septic system that will significantly decreases pollutant loads (nitrogen, TSS, BOD) prior to discharge to an underground leaching system.

During the Public Hearing, the CDBG consultant, applicant and staff will be available to address comments/questions/concerns.  This will also be an opportunity for the Board of Selectmen to hear about the application as well as to hear from the public.

Written questions/comments/concerns/support can be submitted 24 hours in advance of the hearing to Susan Cullen, Director of Economic and Community Development at scullen@stonington-ct.gov.  You can also share your thoughts during the public hearing.


NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Town of Stonington will conduct a public hearing by the Town Board of Selectman on the 26th, of October at 6:30pm at the Stonington District Office, 40 Field Street, Pawcatuck, CT 06379 to discuss the Special Community Development Block Grant Program Income application and to solicit citizen input.

Maximum award limits:

• Up to $600,000 for Infrastructure associated with the development of Affordable Housing (e.g., streets sidewalks, sewer lines, windmills);

Major activity categories are: Acquisition, Housing Rehabilitation, Public Housing Modernization, Community Facilities, Public Services, and Economic Development. Projects funded with CDBG allocations must carry out at least one of three National Objectives:  benefit to low- and moderate-income persons, elimination of slums and blight, or meeting urgent community development needs.

The purpose of the public hearing is to obtain citizen’s views on the specific project activity identified in the anticipated Special CDBG Program Income application to the CT Department of Housing. This is not the competitive round of CDBG Small Cities made available annually through the Department of Housing.

Also, the public hearing will be to give citizens an opportunity to make their comments known on the program and for approval of the Program Income Reuse Plan, if applicable.
