CONFLICT OF INTEREST- BOARDS AND COMMISSIONS

 

ORDINANCE RE:   DISCLOSURE OF FINANCIAL INTEREST AND
INVESTIGATION OF ALLEGED IMPROPRIETIES ON THE PART OF MEMBERS OF BOARDS AND COMMISSIONS OF THE TOWN OF STONINGTON.

 

BE IT ORDAINED BY THE LEGAL VOTERS OF THE TOWN OF STONINGTON IN LAWFUL MEETING DULY ASSEMBLED:  THAT

 

Section 1.  Any member appointed to any board or commission in the Town of Stonington who has a financial interest in any matter to be acted upon or coming before his or her board or commission shall make a full record disclosure in writing of that interest which shall be incorporated in the minutes, shall be filed in the office of the Town Clerk, and he or she shall be disqualified to act in any way upon such matter.  Violation of this ordinance shall constitute grounds for removal from said Board.

 

Section 2.  Alleged improprieties, pertaining to the above item (1) shall be investigated by a five (5) member committee that shall consist of three (3) members who shall be appointed by the majority Selectmen and two (2) members who shall be appointed by the minority Selectman.  This committee shall remain in effect for three (3) years.  The findings of this committee shall be presented to the Board of Selectmen within thirty (30) days.

 

Section 3.  A request to investigate any possible violation of this ordinance shall take place at the request of any member of the Board of Selectmen.

 

Section 4.  This ordinance shall become effective fifteen (15) days after publication in a newspaper having a circulation in Town of Stonington.
